University Human Resources encompasses the functional areas of talent acquisition, classification, compensation, benefits, employee relations, learning and organizational development, HR information management and analytics, communications, and continuous improvement. These services are directed, managed, and provided by the division for over 6,000 staff and approximately 2,000 faculty at NC State. In order to support the academic, research, and extension mission and goals of NC State, the division must implement a strategic university-wide approach for all human resources functions. The division provides leadership to the university administration, managers, and employees by being a progressive and innovative provider of human resources services.
Talent Acquisition and Employment within NC State University Human Resources is comprised of a team of recruiters (Talent Acquisition Consultants), International Employment, and University Temporary Services (NC State and UNC-Chapel Hill offices). Collectively, we are responsible for ensuring that NC State is able to effectively recruit, hire, and employ an effective workforce to support the advancement of NC State University’s mission, vision, goals, and strategic initiatives.
The Talent Acquisition and Employment team is responsible for administering, overseeing, and managing effective recruitment and employment programs for faculty, staff, and temporary employees. We provide services and consultation to campus & community customers involved in the recruitment & selection processes, affecting staff and faculty positions; provide technical & strategic/targeted recruitment for vacancies in order to attract, retain, and develop a work force that will effectively carry out the University’s mission; recruit for approximately 1500 vacancies annually; ensure compliance with University, State, and Federal regulations; and promote the University as an employer of choice.
Essential Job Duties
The Talent Acquisition Manager reports to the Director of Talent Acquisition and HR Service Center and manages and directs the operation of the Talent Acquisition team. The Talent Acquisition Manager has university-wide scope as the position is responsible for managing and overseeing the administration of the recruitment and selection processes for faculty, EHRA non-faculty, and SHRA staff positions. The responsibilities of the position include the development, implementation, administration, and oversight of the programs, staff, and resources associated with recruitment and hiring for faculty and staff (SHRA and EHRA) positions across NC State University.
The Talent Acquisition Manager serves as a subject matter-expert and university-wide leader for talent acquisition processes and functions, administering and optimizing resources and processes that facilitate effective recruitment and selection for the gamut of occupational areas at NC State. In addition, the TA Manager regularly reviews processes, resources, and strategies for effectiveness and leads TA initiatives to identify, propose, develop, and implement enhancements to the University’s TA processes and systems; allocates staff and resources to accommodate organizational needs and objectives; and then develops, modifies, and sustains TA programs offered or managed by Human Resources such as the spouse/partner transitional employment assistance program (dual career) and merit based hiring.
The Talent Acquisition Manager directly manages the TA staff and regularly partners with Executive Search Services (ESS), University Temporary Services (UTS), the Office for Institutional Equity and Diversity, and HR colleagues across campus to develop and sustain modern talent acquisition processes in order to facilitate recruiting and hiring of a world-class workforce. In addition, the TA Manager partners with colleagues in HR Information Management and Analytics and Office of Information Technology to ensure TA systems (such as our ATS) are appropriately configured to facilitate an effective and efficient process, produce meaningful data/insight into university-level performance, comply with policies, rules, and regulations, and provide a best-in-class user experience.
The Talent Acquisition Manager is responsible for setting goals for the TA team, monitoring performance and metrics for the TA function, and ensuring that the goals and objectives of the department are accomplished and are consistent with the overall mission and goals of University Human Resources, the Office of Finance and Administration, and NC State University.
Other Responsibilities
- The TA Manager will participate on workgroups and committees as needed.
- Partner with key stakeholders on campus (OIED, General Counsel, Faculty Affairs, HR Partners, etc.) and governance bodies to continuously improve the recruitment process for faculty, staff, temporary, etc. roles.
- Complete and assess reports and analytics on recruitment activity and effectiveness.
- Collaborate with others in HR and across campus community to resolve business challenges, develop business solutions, and foster an engaged, collaborative, and knowledgeable campus community.
- Occasional travel required.
- Other duties as assigned.
Minimum Experience/Education
Bachelor’s degree and four years of progressively responsible professional human resources management experience; or an equivalent combination of training and experience.
All degrees must be from appropriately accredited institutions.

- Comprehensive understanding of recruiting and employment principles, theories and concepts and knowledge of both traditional and contemporary practices and techniques.
- Demonstrated track record of reliability, professionalism, integrity, and good judgment.
- Ability to think critically, investigate options, identify solutions, and determine best courses of action to accomplish goals.
- Curiosity to regularly explore “what’s possible?” and advocate and lead change and continuous enhancement of processes, systems, and services.
- Knowledge of relevant human resources laws and practices (such as ADA, ADEA, Title VII, AA/EOE, and OFCCP, general statutes, and policies, procedures and regulations) and the ability to apply them appropriately understanding the impact as they relate to University, State, and Federal regulations.
- Strong organizational skills with the ability to effectively prioritize and complete daily tasks as well as short- and long-term projects concurrently.
Preferred Qualifications
- Prefer 5+ years of professional TA experience including some supervisory or leadership experience.
- Broad knowledge of online applicant tracking systems (ATS) with experience configuring ATS functionality to optimize processes and provide for good hiring manager and applicant experiences.
- Demonstrated experience in developing and utilizing creative/innovative recruitment techniques
- Recruitment experience in a higher education setting.
- Familiarity with State of North Carolina and UNC system policies, procedures, guidelines, and regulations with regard to recruitment, selection, and employment.
- Relevant professional certification(s) such as SHRM-CP, SHRM-SCP, PHR, SPHR, CIR, ACIR, CDR, CSMR, CSSR, etc.
