Summary of Position
The GCA II ensures compliance with all applicable policies and procedures, and sponsor requirements including application of OMB’s Uniform Guidance, and proactively provides customer support. The GCA II is responsible for submitting Federal and non-federal research and grant applications through electronic portals or other means, with or without inflexible deadlines

Other minimum qualifications
- Bachelor’s degree in field related to finance or business and 3 years of experience in sponsored projects administration, negotiation, budgeting or related field.
- Good oral and written communication skills and financial skills.
- Good computer skills.
- Experience working with research administration software applications in both pre- and post-award.
- Working knowledge of the administrative components of a proposal including: understanding of standard proposal requirements, terms, and conditions; budget development and resource requirements; bio-sketches; facilities pages; and sub-awards.
- Demonstrated knowledge of applicable federal, state and other sponsor regulations related to sponsored projects, including OMB Uniform Guidance.
- Analytical and problem-solving skills, including experience researching and analyzing data to develop accurate reports, identify valid solutions, forecast consequences of proposed action and implement a course of action.
- Ability to work independently in a team environment, take ownership of the resolution of problems, be flexible and accountable, manage conflicting responsibilities, prioritize tasks and consistently meet deadlines.
- Ability to establish and maintain effective working relationships with faculty, administrative staff and students in a higher education environment.
Additional Preferred Qualifications
- Knowledge of college/university business policies and practices especially in research administration.
- Experience with Banner
- Experience with Cayuse
- Certified Research Administrator

Duty/Responsibility
Proposal Development
- Provides assistance with proposal development to campus community.
- Reviews proposal packages for compliance with sponsor, federal and university requirements.
- Reviews and completes representations and certifications, and other document
- Reviews proposals, approves it administratively for compliance with all applicable policies and procedures, and regulatory requirements.
- Submits proposals electronically using applicable submission portals by stated deadline.
Duty/Responsibility
Other Pre-Award Activities
- Provides informational assistance and training to SPA colleagues, principal investigators, and others, as needed.
- Documents and monitors the proposal lifecycle through regular communications with stakeholders.
- Provides excellent customer service to the University community. Leads customer service initiatives as requested. Provides back-up support to other Pre-Award Compliance team members.
- Manages special projects and other tasks as assigned by supervisor

- Attends regular meetings, training sessions and professional development workshops/seminars to keep current on policies and procedures relevant to position responsibilities, as requested and approved by the Pre-Award Compliance Director.
