The Institute for Emerging Issues (IEI) brings people together around complex issues in pursuit of a single goal: to enhance North Carolina’s long-term prosperity. We use a collaborative approach, gathering diverse groups of people from across North Carolina to respond to critical questions that span sectors, regions, and perspectives. We work across four focus areas– education, health, natural and built environments, and economy. Through our work, we attempt to raise awareness and understanding of the state’s most pressing issues, foster new collaborations that lead to innovative ideas, and catalyze collective action to increase the state’s social and economic well-being.
Essential Job Duties
The Project Specialist will assist in managing the Building a New Digital Economy in North Carolina (BAND-NC) program’s goal to have a digital inclusion plan for all 100 counties in North Carolina. The project requires a person who has a strong interest in digital equity & inclusion as well as community development.
For the next two years, this position will organize and coordinate the program’s work with regional planning organizations, including in-person and virtual events, technical assistance, and grant management.

Minimum Experience/Education
Bachelor’s degree and one year of experience related to the area of assignment; or equivalent combination of training and experience.
All degrees must be received from appropriately accredited institutions.
Other Required Qualifications
- Excellent communication skills – written and oral.
- Excellent computer skills – high level of comfort with Microsoft Office Suite, including Outlook, Word, Excel, and PowerPoint, Google Suite, including Gmail, Calendar, Docs, Sheet, Slides, Meet, and knowledgeable in meeting platforms such as Zoom.
- Experience in community development/community building (in-person & virtual)
- An ability to work effectively with multiple partners.
- Skilled in making independent decisions and judgments when following broad instructions.
- Ability to plan, coordinate and prioritize workload.
- Advanced level of analytical, evaluative, and constructive thinking.
- Exemplary leadership skills.
- Creative problem-solving skills.
- Outstanding organizational skills and attention to detail.
- Experience with event planning.
- Knowledge/insights of North Carolina and the challenges facing the communities (i.e. digital inclusion, community development).
- A strong sense of collegiality.
Preferred Qualifications
- Knowledge of digital inclusion issues and how it relates to other sectors, including economic development, education, health, etc.
- Knowledge of North Carolina’s history, politics, and key stakeholders as they relate to economic and community development (broadly defined).
- Knowledge of or experience with asset-based community development.
- A four-year degree from an accredited institution in a relevant field, including (but not limited to) public policy, public administration or community development plus three (3) years of relevant work experience.
- Masters’ degree in a relevant field plus one (1) year of relevant work experience.
Required License or Certification
- This position requires the incumbent to travel to complete the core functions of the role.
- A valid driver’s license is required.
- North Carolina Driver’s License required within 60 days of hire and must be maintained.
