NC State is the largest university in North Carolina and quite literally a city within the capital city of Raleigh. The 900+ positions of the Facilities Division service the students and staff of the University’s teaching, research/administrative space and 2,240 acres of infrastructure. The Facilities Division provides design and building services, maintenance, custodial, landscape, solid waste removal, utility, mail, and motor pool services 24 hours a day, 365 days a year.
This position resides in the Design and Construction (D&C) department and reports directly to the Assistant Vice Chancellor, Facilities D&C. The D&C department is responsible for delivering design and construction services for all project types (formal and informal) and oversees the Historically Underutilized Business (HUB) program. Managing hundreds of projects annually and a capital program worth more than $1B, the D&C department ensures projects are completed on time and within established budgets; meet Federal, State and local building codes; and meet university requirements with minimal disruption to on-going university activities.
Essential Job Duties
The Director of Informal Project Development serves as the Facilities Division’s primary project development liaison for campus projects <$300K. In this role, the Director works with all of the Facilities Division’s operational departments (Campus Planning & Strategic Investments, Design & Construction, and Campus Operations & Maintenance) to review, develop and assign campus projects to the appropriate Facilities unit, including but not limited to Formal or Informal Design, Contracted Construction, In-House Construction and the Construction (Skilled Trades) Shop.
This is a vital customer service role, often serving as the first Facilities Division point of contact for campus customers to develop the conceptual scope, budget and schedule of a “Facility Modification (FACMOD)” request, managed through a web-based customer portal (Service Now). The position requires functional knowledge of the state building codes, the structure of state and campus code enforcement divisions, campus policies, rules and regulations and the Authorities Having Jurisdiction charged with their enforcement and the ability to develop plans and specifications. This position will supervise at least 1-2 employees and report directly to the Assistant Vice Chancellor, Facilities Design & Construction.
Position Overview and Important Skillsets:
- Project development (preliminary scoping, cost estimates, and technical review of customer needs to determine the appropriate delivery method in accordance with building code, state guidelines and university standards)
- Professional knowledge (knowledge of building code and specialized technical knowledge of engineering and architectural concepts, methods, and procedures to analyze and define the requirements of campus projects)
- Customer service (first point of contact and providing assistance to academic, research and auxiliary units, building and maintaining positive relationships is essential)
- Facility modification request process management (ServiceNow software)
- Ability to draw (AutoCAD and/or hand sketch to illustrate conceptual plans)
- Collaboration, Coordination and Communication (extensive collaboration with customers and campus stakeholders to ensure projects are fully vetted, clearly scoped and assigned to the appropriate unit for execution)
- Leadership (supervisor of 1-2 direct reports, manager of the Facility Modification process and senior leader within the Facilities Division)
Other Responsibilities
- This position will assist with requesting exemptions from code review if the project is small or simple enough to warrant exemption from the Authority Having Jurisdiction (North Carolina State Construction Office).
Minimum Experience/Education
Bachelor’s Degree in the Engineering discipline related to the area of assignment and two years of related Engineering experience; or an equivalent combination of training and experience.

Architect Supervisor: Bachelor’s degree related to the area of assignment and two years of related experience; or an equivalent combination of training and experience. Licensed to practice architecture or landscape architecture by the North Carolina Board of Architecture or the North Carolina Board of Landscape Architects.

Note: This applies only to Facility Management jobs at the Contributing level: Graduation from a technical college with a major in Construction Management Technology, Architectural Technology, Mechanical Engineering Technology, Civil Engineering Technology, Building Construction Technology or other related technical degree and four years of progressive experience in industrial or facilities maintenance and/or construction work including some supervisory experience; or five years of progressive experience in Engineering-related work including some supervisory experience; or an equivalent combination of education and experience.
Other Required Qualifications
- General knowledge of professional engineering/architectural theory, techniques, practices and procedures; skilled in applying this knowledge.
- Ability to understand holistically institutional built environment physical capacity as it relates to space, services and other limiting capacities, to determine if proposed use is appropriate, and provide budget estimates to customers, and determine best project delivery approach.
- Ability to apply general knowledge of supervisory practices and skill in supervising others, including communication skills, how to delegate and assign duties, manage expectations, deal effectively with difficult employees, and evaluate performance.
- May require ability to assist or conduct investigations and participate in disciplinary actions.
- General knowledge of state government’s human resources policies and procedures, relevant to job duties.
- Knowledge of construction practices, methods, techniques, costs, materials, and equipment.
Preferred Qualifications
- Bachelors degree in architecture, engineering, or related field, and minimum six years of technical experience managing state projects.
- Previous supervisory experience.
- Licensure in good standing to practice architecture or engineering in the state of North Carolina by the NC Board of Architecture or NC Board of Examiners for Engineering.
