Job Summary
Reporting to the Assistant Director of Asset Management, the Data and Project Controls Administrator is responsible for forecasting, change management, cost management, project budget analysis, project earn value measurement tracking, risk management, proposals, cashflow, and reporting tools. This role assists with managing the overall program cost controls and reporting functions by providing client management, updates, and presentations at all levels of management.
Primary Duties and Responsibilities
Essential Performance Requirements*
- Manages and maintains project management and controls systems for the Real Estate and Facilities Department
- Develops and expands the programs systems and capabilities regarding project management and program controls systems, in coordination with IT and system vendors and technicians
- Develops, plans, tests, executes, and implements system modules and assist with other RE&F program applications as necessary
- Provides system administrator services to work with end-users to address functional issues and resolve problems, perform system upgrades, install patch releases, maintain system access, group profiles, and permission
- Composes and implements workflow processes and training documentation and programs.
- Composes, updates, and enforces data quality standard and data governance
- Performs project data analysis, work management data analysis, life cycle analysis, risk analysis, and gap analysis
- Oversees and ensures proper creation, posting project data, and closure of the projects and other relevant data in the system
- Manages setup, automation, and optimization of reports, dashboards, and queries utilized for trending and operations
Service Excellence
- Participates on behalf of the College in external community organizations and associations as assigned to support the essential performance requirements
- Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
- Completes all required training and professional development sessions sponsored through Tarrant County College (TCC)

Supervision
Works under the general supervision of the Assistant Director of Asset Management

Required Minimum Qualifications
- Bachelor’s degree
- Three (3) years working experience related to the Essential Performance Requirements
Preferred Qualifications
- Bachelor’s degree in Construction Science, Business Administration, Facilities Management, Data Science, Information Technology, or other related field
- Experience working in Facilities Management, Construction Management, Critical Path Method (CPM) Scheduling with Microsoft Project, cost engineering functions, including cost control, change management and cost projection analysis
- Experience working in facilities project controls, commercial operations, with emphasis on project controls and financial issues Additional Experience
- Experienced working in data management, document management, and information management
- Current Project Management Certification
Knowledge, Skills and Abilities
- Skilled in Cost Estimating
- Skilled with diagram and graphic software to develop/create visually impacted business process flows graphs, charts, and/or presentations
- Skilled with establishing Open Database Connectivity (ODBC) connections to interact with data sources
- Skilled with organizing data in a logical format for system import, and use of data visualization tools such as Crystal Report, Power BI, and Tableau
- Skilled using Adobe Acrobat, Smartsheet, and Microsoft Suite including MS Word, Excel, PowerPoint, Outlook, Visio, and Teams
- Skilled in excellent customer service and interpersonal skills with diverse populations
- Ability to think critically to effectively solve and communicate problems in a fast-paced environment where the demands for work are varied, and unpredictable in scope and volume.
- Ability to analyze data and provide sound recommendations based on policy, procedure, practice, and existing regulations
- Ability to delegate work appropriately to faculty and staff to meet College and campus deliverables
