About the Department
The 900+ positions of the Facilities Division service the students and staff of the University’s teaching, research/administrative space, and 2,240 acres of infrastructure. The Facilities Division provides design and building services, maintenance, custodial, landscape, solid waste removal, utility, mail, and motor pool services 24 hours a day, 365 days a year. The goal is to deliver cost-effective services to the University, ensure completed projects and maintenance that conform to codes and regulations while minimizing University liabilities and disruptions caused by the maintenance, repair and building, and equipment modifications to the University.
The primary purpose of the Capital Project Management (CPM) unit is to support teaching, research, extension, and other activities of the University through timely and economical completion of design, construction, renovation and/or repair, and other improvements to the facilities. Accordingly, CPM provides design and construction management of all University, endowment, and research-funded capital improvement projects. Capital improvement projects are defined by General Statutes as being valued at more than $100,000 and are subject to oversight by the Office of State Construction (SCO) and governed by the State Building Commission (SBC) via legislative authority.
Essential Job Duties
This position will primarily manage outside designers and consultants to prepare plans and drawings for submittal to the State Construction Office for code approval, bidding, and construction, but also have the opportunity to draw projects in-house, and manage them through construction. The position will provide the Capital Project Management unit with expertise in planning, design, and project management of informal projects (under $500,000) but will also have the opportunity to manage larger projects (over $500,000) as well.
Projects may vary from new construction of small support buildings and infrastructure repair projects to renovations of existing facilities and systems. Examples of typical types of projects include greenway projects, site hardscape features, selection and purchase of site furniture, bike racks, the design of small landscaped areas, parking lot renovations, small stormwater features, and art installations, all in a higher education research setting. The position works closely with other campus units including the Fire Marshal’s office, Building Maintenance & Operations, University Architect, Facility Services, and Energy Systems, and Environmental Health and Safety.
Experience should include:
- Working knowledge of general engineering, landscape architecture, and construction practices, and techniques.
- Ability to read, review, and comment on complex sets of construction drawings and specifications.
- Working knowledge and or experience in the design or evaluation condition of existing systems in one or more of the following areas: landscape design and construction, architectural renovations, exterior building envelopes, roofs, waterproofing, HVAC systems, fire protection systems, electrical system improvements, fire alarm systems, etc.
- Experience with new building projects, as well as existing building renovation projects.
- Working knowledge of design drawings, general construction, and or utility construction.
- Working knowledge of NC building codes/standards and ordinances related to construction in the state government/university setting. Also, general familiarity with SMACNA, ASTM, ANSI, UL, and other building construction standards.
- Experience with State Construction Office policies and procedures concerning design, procurement, and construction of building projects.
- Experience in preparing plans and cost estimates.
- This position is charged with project management responsibilities for ensuring that design and construction projects are completed on time and within established budgets, with safety in mind, while ensuring that all capital improvements to the University’s facilities meet Federal, State, and local building codes as well as ADA and Universal Design practices, all with minimal disruption to on-going University activities.
This position has direct responsibility for project management, representing the university, during the design phase, which includes initial contact with the customer, designer contract negotiation and administration, coordination of design meetings with University and State stakeholders, budget management, schedule management, bid, and award.
This position requires the ability to: anticipate issues and formulate options to resolve them; manage multiple projects; prioritize projects and tasks; work independently; use goals to guide actions and create detailed action plans, and schedule people and tasks to achieve goals with minimal oversight. This position can also take on the role of construction project manager as the university representative during the construction phase.

Minimum Experience/Education
Bachelor’s Degree in the Engineering discipline related to the area of assignment; or and equivalent combination of training and experience.
Some positions may require licensure by the North Carolina Board of Examiners for Engineers and Surveyors. All degrees must be received from appropriately accredited institutions.
Other Required Qualifications
- Proficient knowledge of standard design and construction practices and have both office and field experience.
- Effective oral and written communication skills.
- Ability to proficiently operate a personal computer and a variety of software for email, word processing, spreadsheets, database & information collection.
- Working knowledge of Microsoft Office is required. Experience with AutoCAD, Sketch Up, and Blue Beam Review are very helpful.
Preferred Qualifications
- Bachelor’s Degree in Engineering, or Landscape Architecture with at least seven (5) years of post-graduation experience.
- Licensure as a registered professional engineer or landscape architect is preferred but not required. If out of state, the expectation is that in-state licensure will be obtained within 12 months of the hire date.
- LEED accreditation is also preferred or the ability to pass the first test within twelve months of the hire date.
