Provide professional level accounting, budgetary, and financial support for federal, state, local and private grants and contracts awarded to the College. Ensure fiscal compliance with all internal and external rules and regulations. Prepare and submit all invoices and financial reports in accordance with grant/contract requirements. Provide financial oversight and guidance for various academic and business operations, activities, and program accounts. Assist principal investigators with grant principles, grant-specific budgeting and cost allowance issues. Assist with difficult purchasing decisions. Perform risk analysis and montior compliance with financial related policies, procedures, laws, regulations, and established internal controls. Work closely with grantor entities and with auditors to resolve queries and assist in resolving audit findings. Work closely with the College Office of Sponsored Projects regarding the completion of requested pre-award and all post-award grant and contract financial related tasks and issues. Perform quarterly processes for indirect cost recording and time and effort reporting. Prepare journal entries, reallocation of transactions between accounts and process inter-department billings.
Essential Responsibilities and Duties
Track, analyze, and report grant financial activity. Become knowledgeable with all assigned grant/contract guidelines, regulations and restrictions in order to provide fiscal monitoring and assurance that expenditures are allowable costs; that indirect costs are determined and appropriately charged to each grant as applicable; that required financial reports are submitted and that expenditure reimbursements are collected in a timely manner. Identify and assist in resolution of grant related internal controls issues. Prepare proposed journal entries and budget transfers. Train and advise program directors/principle investigators on proper application and interpretation of cost principles and other grant and contract financial requirements. Provide assistance to resolve difficult purchasing, payroll and transactional issues. Compile, prepare and submit financial reports, including reimbursement requests and billings as required by the granting agency or by others from within SLCC. Work closely with other College departments in providing fiscal oversight of grants and contracts to ensure fiscal compliance with grant guidelines and regulations. Communicate with grantor entities in interpreting and resolving financial related issues.
Ensure compliance with College time and effort policies. Facilitate compliance by departments in regards to time and effort procedures. Assist and provide accounting support to departments to resolve payroll queries and problems. Complete time and effort certification procedures every quarter and as required. Distribute effort certification reports for all grant personnel to relevant departments for approval. Log and monitor effort reporting process to complete all certifications. Assist grantor entities and auditors regarding the gathering of requested information and the resolution of audit findings or issues.
Become knowledgeable with all assigned grant/contract guidelines, regulations and restrictions in regards invoicing and agency draws. Be responsible for drawdowns of funds from Federal agencies for select grants as directed. Ensure drawdown procedures are followed appropriately to maintain fiscal compliance.
Create indirect cost calculations and prepare journal entries to post the indirect cost allocations to the appropriate indexes. Work with other grant accountants every quarter or as need arises to ensure accuracy of indirect charges. Ensure accuracy of indirect cost calculations and work with accounting manager to provide indirect cost related reports to other departments. Prepare general journal entries, budget transfers, and reallocation of transactions, and assist with more difficult purchases.
Work closely with the College Office of Sponsored Projects and/or other College departments in completing requested pre-award and post-award financial tasks. Tasks may include assisting with budgets and identifying appropriate funding to comply with cost sharing or leverage requirements.

Preferred Qualifications
2 years of grant accounting experience.
Experience with SCT Banner accounting system/software.
Minimum Qualifications
Bachelors degree in a business major field.
Four (4) to six (6) years of related, full time experience.
Trade off 2:1 in experience/education requirement.
Knowledge, Skills & Abilities
Knowledge of basic accounting principles and practices.
Knowledge of grant and contract guidelines and cost allowance principles, including OMB federal uniform guidance 2 CFR Part 200.
Basic knowledge of budgeting techniques and internal control principles.
Ability to prepare grant related financial reports, organize and analyze data.
Analytical skill and ability to research and solve problems.
Ability to recognize, manage and resolve personnel and inter-personal conflicts.
Ability to organize and manage multiple projects and individuals.
Knowledge of general office procedures and ability to operate basic office equipment Working knowledge of Microsoft software: Word, Excel and PowerPoint
Ability to communicate effectively with others in English, both verbally and in writing.
Ability to communicate effectively with a broad range of diverse people, ability, culture, ethnic background, to maintain good working relationships across the College.
Ability to work with all groups in a diverse academic, socioeconomic, cultural and ethnic background of community college students, faculty and staff, including those with disabilities.
