Group Supervisor - Affordability Analysis (NSAD/JEA)

We are seeking a Group Supervisor for the Affordability Analysis Group (JEA) to lead a multidisciplinary team of analysts who interact with sponsor offices in support of the National Security Analysis Mission Area and mission areas across APL to conduct a broad range of qualitative and quantitative assessments in the areas of cost estimating/analysis, economic analysis, and investment decision analysis.

 

As the Group Supervisor of JEA you are responsible for providing analytical leadership, career development, and administrative oversight to a growing team of affordability analysts. As a member of the NSAD leadership team you will help us to create and sustain a culture of analytic excellence and cross-enterprise collaboration, and assist in implementing the vision, mission, and capabilities of the group and department.

 

As JEA Group Supervisor you are also responsible for:

  • Developing task assignments and staffing plans.
  • Guiding and overseeing the selection or development of appropriate analytical approaches.
  • Ensuring effective execution of technical tasks within the Group while managing staff workload and coverage.
  • Mentoring and coaching your team and ensuring the work is performed in alignment with quality processes for the execution and presentation of analysis.
  • Conducting performance coaching, identification and development of future leaders, and mentorship of Group personnel to foster their professional and career growth.
  • Establishing and promoting a climate conducive to intellectual curiosity, collaboration, growth, productivity, inclusion, integrity, and respect for others.
  • Providing thought leadership and support for analyses focused on the comprehensive integration of affordability on the identification, design, and comparison of alternative designs and systems.
  • Working with Program Managers to ensure that potential or existing sponsors issues are addressed with appropriate analytical rigor.
  • Defining, negotiating, and tracking Group level overhead and capital funding allocations, office space, and lab space.
  • Playing an active role in developing opportunities for direct funding for the Group and the Department.
  • Ensuring that members of the Group provide high quality, technically informed analyses, whether in support of NSAMA or other APL mission areas.
  • Leading by example to encourage Group members to maintain close contact with sponsors in DoD, the military services, the Joint staff, other executive departments, and the operating forces in order to develop a sound understanding of operating environments and how they affect the analytic decision space.
  • Coordinating with the NSAD Managing Executive to recruit, develop, and retain a diverse staff with superior analytical capabilities and knowledge of analytic approaches to ensure the successful completion of sponsored work.
  • Consistent with the NSAD Strategy, develop, articulate, and maintain a vision and strategy for the Group
  • Develop and maintain effective working relationships across the Department, Laboratory, and with external sponsors.
  • Provide leadership and coordination of strategic and technical planning efforts for the Group to include: identifying appropriate Group tasks/assignments and leading/coordinating the Group’s support of sectors, departments, and mission areas throughout APL representing the Group in Department and Laboratory strategic planning efforts and as appropriate refining and/or developing the Group’s charter.

Qualifications

You meet our minimum qualifications for the job if you have...

  • A Master’s degree in economics, operations research, business administration, engineering, physical science, mathematics, statistics, data science or a similar degree field.
  • Demonstrated leadership of significant affordability, cost, and investment decision analysis related studies to include the planning, design, execution, and delivery of results.
  • Experience at the APL Section Supervisory level or above or demonstrated experience in an equivalent leadership role.
  • Demonstrated ability to effectively interact and work with Program Managers, sponsors, prospective sponsors, and members of organizations external to NSAD.
  • Excellent verbal and written communications skills.
  • An active Top Secret security clearance and can ultimately obtain a TS/SCI level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

 

You'll go above and beyond our minimum requirements if you have...

  • A PhD in Economics, or a Master’s Degree in Cost Estimating and Analysis.
  • Recent experience with business development and sponsor engagement related to cost and affordability assessments.
  • In-depth of knowledge and experience in any/all of the following: Life Cycle Cost Estimating, Cost-Benefit & Risk Analysis, Parametric Estimating Techniques, Multi-Criteria Decision Analysis, Government and Commercial Pricing Requirements, Forecasting, Data Mining, Simulation & Optimization Techniques.
  • In-depth knowledge and understanding of the DoD 5000 series of systems acquisition polices.
  • Current certification related to cost estimation/analysis (e.g., Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification, Certified Cost Estimator/Analyst (CCEA)), INFORMS Certified Analytics Professional (CAP)).
