Position Summary

The Position:
The Director for Instructional Budgets reports directly to the Vice President of Instruction. Guided by the Vice President, the Director plays a pivotal role in advancing the institution's mission by overseeing the budget process for Instruction. This includes the development and monitoring of budgets and processes. The position entails close collaboration with Deans in Instruction (Transfer, Career Technical Education, College and Career Pathways, Branch Locations, and Library), special allocated instructional programs, the Office of Institutional Effectiveness, the Budget Office, Grant Accounting Office, and Human Resources. Regular reporting to stakeholders and conducting complex analyses of the Instruction budget are key responsibilities. Additionally, the Director assists staff in preparing grant and allocation budgets, monitors financial progress, ensures compliance with grant financial requirements, and oversees the invoicing process for grant payments. The Director may also formulate budget recommendations and related projects for consideration by the Vice President of Instruction and may supervise assigned staff as needed and undertake special projects.

This role is highly collaborative, working across campus divisions and departments to maintain a student-success focus. The ideal candidate will champion and exemplify a student-centered approach to all facets of Instruction, actively contributing to a collaborative, inclusive campus climate that prioritizes student achievement, equity, inclusion, and anti-racism. Through this position, the Director will partner with and support Instruction in enhancing student learning and completion, fostering collaborative community partnerships, and striving to eliminate equity gaps

This position is an administrative/exempt, at-will, full-time position. Hours of work may include evening and weekend hours, and occasional travel.

ABOUT THE COLLEGE:

Green River College's student body is made up of approximately 41% Academic Transfer students, 34% Professional-Technical, 15% Adult Basic Education, 3% Applied Bachelor degrees. Green River College has four campuses, including the main campus in Auburn, with satellite campuses in Kent, downtown Auburn, and Enumclaw. Green River programs serve high school graduates, Running Start students (dual enrollment in local high schools and the college), those seeking retraining for the workforce, international students, students learning English, and Continuing Education students. Green River's service areas are increasingly ethnically diverse, comprising African Americans, African immigrants, Asian Americans, Asians, Latinx, Native Americans, Pacific Islanders, and Middle Eastern Americans, among other communities.

Position Responsibilities

Budget Oversight and Management: Oversee Instruction’s budget and grant responsibilities.


  • Oversee the development of Instruction’s budgets in collaboration with departmental and senior administrators; manage the campus-wide annual budget development process for Instruction.
  • Work with budget office and budget managers to track allocations benefiting programs within the Instructional division, ensure proper spend-down of state-allocated funds.
  • Regularly monitor fiscal status projections and conduct cost and operations analysis; ensure fiscal accountability and recommend corrective action as necessary.
  • Provide budget direction, guidance, and supervision to the Office of Instruction.
  • Review budgets and expenditures with departments as necessary; provide data and analysis to assist department managers and staff in making budget-related decisions.
  • Develop recommendations for executive action on Instruction-related projects and policies.

Collaboration and Communication: Maintain a close working relationship with Instructional and the Budget Office leadership and staff.
  • Collaborate closely with instructional leaders, deans, and program managers to understand specific budgetary needs and goals.
  • Collaborate with other departments such as finance, human resources, and operations to align budgetary goals and priorities with organizational objectives.
  • Serve as a liaison between finance and other departments to facilitate communication and coordination on budget-related matters
  • Coordinate with college grant administrators and faculty to prepare grant requests and monitor grant budgets, invoicing, and reconciliation.
  • Assist in reporting on state and federal grants / special allocations.
  • Offer direction and guidance to college departments regarding grant management procedures and interpret regulations to ensure compliance with requirements.
  • Support tracking and provide calculations needed by HR to calculate increments annually related to the faculty professional development and in-service credit process.
  • As directed by the Vice President of Instruction, communicate budget information to administrators and managers in Instruction, the Instructional Council, Board of Trustees, Instructional faculty, and staff.

Strategic Planning and Analysis:
  • Stay informed about changes in policies and trends within the business office that may impact the instructional budget.
  • Conduct financial analysis to identify trends, forecast future budgetary needs, and recommend adjustments as necessary.
  • Prepare regular financial reports for senior leadership, highlighting key metrics and budgetary performance indicators.
  • Develop financial models to support strategic decision-making and long-term financial planning, including monitoring and analyzing course fill rates.
  • Participate as requested in strategic planning for the Office of Instruction and the College.

 

Qualifications

 

  • Master's Degree from an accredited college or university in finance, public administration, business administration, or a related field; or equivalent professional experience, minimum 5 years.
  • Budgeting Experience: proven track record of managing governmental budgets, including experience in higher education, municipal, or state budgeting.
  • Financial Management Skills: demonstrated proficiency in monitoring and managing budgets, contracts, grants, and resource allocations.
  • Communication Skills: strong ability to effectively communicate verbal and written budgetary information to diverse stakeholders.
  • Interpersonal Skills: experienced in building and nurturing internal relationships across departments, teams, and leadership levels to facilitate collaborative budgetary decision-making.
  • Commitment to Equity and Inclusion: Proven dedication to equity and inclusion, with a demonstrated ability to work effectively with colleagues, communities, and students from diverse backgrounds, identities, and intersecting identities.
