Job Description
Paul D. Camp Community College is a small 2-year college in Southeast Virginia. Campuses are located in Franklin and Suffolk. There also is a center in Smithfield. The college offers associate degrees, certificates, and career studies certificates In transfer and career/technical programs; credit and non-credit workforce services and training for businesses and industries; special interest classes for the community; and summer classes for youth through the Regional Workforce Development Center. A dual enrollment program for high school students, online courses, and developmental studies classes are available at the college as well.
The Human Resource Analyst will perform a full range of human resources and financial services in support of the programs and operations at the college. The incumbent provides human resources support related to recruitment and selection, employee relations, benefits, the human resources information systems (HRMS), workers’ compensation, and file maintenance. The incumbent will also provide support related to financial services related to payroll processing and fixed assets. Fosters positive, informative, and accurate communication.
May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
- Demonstrated knowledge of the principles, practices, policies, laws, and regulations that relate and contribute to effective human resource and financial management.
- Demonstrated proficiency using computer applications, specifically email, word processing and spreadsheets.
- Demonstrated ability to interpret and follow prescribed operating instructions and related policies, procedures, and guidelines.
- Demonstrated ability to perform routine reports and correspondence.
- Demonstrated ability to maintain confidentiality. Strong customer service skills with a high degree of professionalism.
- Ability to perform detailed work with a high degree of accuracy.
- Ability to work independently and collaboratively.
- Ability to successfully interact with all levels of faculty, staff, and employees, while maintaining professionals.
- Ability to communicate effectively orally and in writing. Ability to provide sound guidance and direction to employees and management.
- Ability to learn HR and financial systems such as Cardinal,VCCS, HCM, eVA, Perceptive Content, SIS and AIS.
- All full-time classified employees new to the Commonwealth of Virginia will serve a 12-month probationary period.
- Knowledge of state employee programs, benefits, and state personnel policies and procedures.
- Knowledge of payroll processing practices.
- Knowledge of accounting policies and procedures.
- Knowledge of the policies in the Commonwealth Accounting Policies and Procedures (CAPP) Manual/ CAPP policy.
- Some training and/or experience in human resources.
- Some training and/or experience in accounting.
- Proficiency using Microsoft Office suite (Outlook, Word, and Excel).
- Experience with Cardinal.
- PeopleSoft experience.
